It was developped in the 1990's because I needed an application with this functionality. However any tools I have found at that time were not within my specs or were not free to use. About a year ago a updated the code to make sure it was running correctly on Windows XP.
Basically the application is a ruler, sitting on top the desktop, can be dragged and the starting position of it can be set by the user. On top of these basic features, it has a zoom window (in the older versions it was called loupe) and a tooltip with various information. This allows users of the application to do precise measurement in pixels. It's especially a usefull tool for webdesigners and other graphic artists.
Notes
The current version is 2.0 Alpha 1 Released on 2000.
Due to the fact it was an alpha release, the installer and the about
screen still shows the latest actual release (1.2R3).

Known issues
Multi-Monitor support not optimal: loupe does not want to the second
screen.
